[ALAC] SO-AC Chairs responses for the IRP Standing Panel (17 July)

As a sideline, I'll point out that the IRP-IOT is preparing to convey a
response to David Olive soon, some time after its next meeting at 20:30 UTC
today (the response is on its call agenda).
