[ALAC] The consolidated approach proposed by Keith Drazek

Some issues should be categorised for webinars and technical issues. What
is the endusers role in DoH/DoT? This is where the discussion starts and th
drive it towards policy. Are there any current policies that are related to
DoH/DoT? If yes, we put it on table for discussion .

My opinion is lets build a use case to recommend what ammendments need to
be done.
