[ALAC] FINAL: SHORT Consensus Call: Fellowship Selection Criteria

Indeed, we need to move forward.

As a formal Sub-Committee of the ALAC, a task was 
given to O&E and the entire ALAC and regional 
leader group was asked to collaborate. I am not 
sure that we even need ratification for this, but 
I decided that we should do that.
