[ALAC] URGENT: EDPD - Proposed way forward

Thanks to Ricardo for catching an error and an omission.

The EPDP will require a significant commitment until mid-2019 not 2018.

And in #4, The ALAC will of course also be notified. And I see no 
reason why we should not make this fully public.
