[ALAC] NomCom selection of ALAC Members

Dear Alan, dear ALAC, without consulting with my NomCom colleagues or the Chair I am pretty sure there is still time to revise the documentation. There are two stages where it would be needed: for the call for applications (rather soon) and for the consideration of the NomCom when making the selection (next year April-June).
