[ALAC] ORG Report to the Board

The annex very explicitly explained the whole process relating to new gtlds
from the initial development policy in 2005. I agree with the prominence of
GAC and SSAC advice, but then perhaps its because there is some difference
between high level sovereignty and stability issues versus the interests of
ordinary end-users.I felt that the report fairly represented our
contributions in light of those of others, when we made a contribution.
