[ALAC] ATLAS II Recommendation 41

As I understand what Olivier was asking, A is asking whether we should
discuss the initiative with GSE. B is asking whether we should setup a team
that will coordinate the initiative (and I assume the intention to create
such team will also be on the agenda when discussing with GSE)

So they seem to be two different tasks; A is a definite Yes, B is on
whether we want to have some formality to this with a team incharged of it,
like we have with CROPP.

Overall I guess Olivier is sure in the best position to further clarify.
