[ALAC] Motion to amend Rules of Procedure

Please find attached a revised version with a small wording change to 
19.11.3 that should have been in the version I sent out yesterday. 
Also for your convenience is a version in PDF format.

A wiki page will be set up shortly for comments and questions.
