[ALAC] [CCWG-ACCT] decision making by the community - tool to play with

Hello All, 

Now IT has fixed the attachment issue for this mailing list. I saw that Dev
sent out the dropbox link for you to download the spreadsheet, but as a way
to test out this function, I¹m sending this spreadsheet again as an
attachment. Hope it will work.
