[ALAC] CONSENSUS CALL: Reconstitution of the ALAC Subcommittee on Outreach

I agree that this is a RALO issue and needs further discussion but the
point is not to create another committee but to reconstitute the former one
so that we can incorporate the engagement focus. I support this important
change.
