[ALAC] CONSENSUS CALL: Reconstitution of the ALAC Subcommittee on Outreach

Having had no comments in the last 9 days, wth this message, I am 
requesting a CONSENSUS CALL of the ALAC to approve the transformation 
of the ALAC Outreach Subcommittee into the ALAC Outreach and 
Engagement Subcommittee and the population of this SC according to 
the outlined process. Any negative comments by ALAC Members shuld be 
made no later than March 16th.

For clarity, in a CONSENSUS CALL, you may choose to explicitly voice 
your support, but silence will be taken as agreement.
