[ALAC] Nominating Committee ALAC Requirements Document

Please find attached a clean version as well as a redline version of 
the document I have submitted to the NomCom.

following the comments from several ALAC members, I have changed the 
time estimate from 25 to 25-30 and made it clear that some ALAC 
members spend more time than that. I have also made it clear in the 
first section that the three ICANN meetings are over and above that 
(it was already clear in the 2nd section).
