[ALAC] [IANA-issues] CWG Charter

Tijani, my main concern is the one I mentioned on 
the call. Whether it is deemed within scope to 
talk about issues OTHER than the 11 listed IANA 
functions. The charted explicitly says that 
accountability IS within scope. I therefore 
presume that issues such as charging, or 
languages spoken by IANA, or other issues that 
will impact the operational effectiveness or 
viability WILL similarly be within scope. If that 
is your understanding, then I can accept the 
charter as written. If that is not your 
understanding, a statement to that effect needs 
to be added. Such a statement could be (added at the end of Section II):

Issues related to ensuring IANA's viabbility and 
effectiveness, are also within scope of the CWG. 
Such issues could include, but are not limited 
to: Charging structure or the lack thereof and 
languages that IANA can function in.
