[ALAC] Policy & Implementation Statement

I have posted my first draft of a statement to the GNSO P&I WG at 
https://community.icann.org/x/-hSMAg.

Substantive comments welcome, preferably on the wiki. I'm sure there 
are plenty of typos, so let me know about those as well (either on 
the wiki or via e-mail).

I think that optimally, we should have sufficient discussion on this 
in BA to have a statement to send to the WG once the meeting is over.
