[ALAC] Adjunct Document 01 - Position Description

Sorry, Alan.  Forgot one thing:  There is no mention of drafting skills.
Given that one of the ALAC's main channel of providing policy
feedback/input is via written statement or advice, perhaps this should be
considered as a core requirement?  It would be good to have all members of
the ALAC be able to "hold the pen" so that we can spread the load.
