within ICANN for individual Internet users. "

Not "should be"
Not "may one day be"
Not "will be when [some body] says they deserve it"
We certainly have much to do to make us more responsive. We always aspire
to improve. But, for better or worse, what we are now *is* ICANN's voice of
the voiceless. And given the people we have and the tools at our disposal,
we do the best we can and no apology is owed.
Dare I say that if at large was truly more representative of the world at
large and had fewer domain-world insiders involved, it would probably be
far more militant and less tolerant of the shenanigans that ICANN calls
"business as usual". Including this cruel joke of a TLD expansion.
