[ALAC] Revised RPM Requirements include At-large Proposals to handle IDN variants issues

I am certain that the ALAC would be happy to express support for the clear
progress and inclusion of stakeholder concerns. Would you like to propose a
draft comment for the ALAC's consideration?

The ALAC appreciates your vigilance, contribution and leadership on this
matter. I do not think that we could have gotten this far without your
active contributions.
