[ALAC] Additional Agenda item for Board-ALAC meeting on Tuesday

OK, I'll try that one too.

The ALAC and At-Large have a real hard time participating actively in 
GNSO processes. It ain't going to get any easier and I see no reason 
to believe it will be easier in the future.
