[ALAC] Final Prague GAC Communique

Got home late on Saturday night but as you can tell, safely so.

Much thanks for this Alan.  Seems the GAC is now ratcheting up its
[contract] compliance concerns.  Although it seems we're congruent, they
never acknowledged the ALAC overtures to it on this.  Hmmmm.
