[ALAC] Modification of statement submitted regarding At-Large Director Bylaws

HMMM perhaps I can blame the ridiculous number of meetings for ICANN in the  
last 56 hrs but I have started a discussion when apparently none is called  
for => I do apologize...

Alan informs me that he is not suggesting this as a change to our new Rule  
27 (I read it that way Sorry Alan), but rather that his message was " ...  
augmenting my comment on Bylaws, which were submitted on my own behalf and  
not ratified (or whatever) by ALAC. New change is to those and not Rule 27."
