Accountability & Transparency Framework.

*Synopsis*: *" ICANN believes* that the Accountability & Transparency
Framework (ATF) is the foundation to encourage participation, instill
trust, make information accessible, and have sound dispute and review
mechanisms for the multi-stakeholder model to operate effectively. *

*The moderator will put in context the story behind the ATF and lead the
discussion to gain the panelist's perspective on *its effectiveness* over
the years. *

*What is the history behind the ICANN Accountability & Transparency
Framework? What was the fundamental motivation for its creation? Are there
issues with its implementation? Is it genuinely servicing the ICANN
