We were to discuss the matter and ways to effectuate the desire to include
a far broader set of candidates, to make these opportunities known to a far
brader set of individuals in keeping with ICANN's professed goal of
achieving "broad representation of the global Internet community." The
question is has actual, fair and adequate legal notice been given?

...and, yes, OB and IG are used interchangeably.
