This is a well planned proposal and I do support it. 

That said, I notice that it appears to concentrate on efforts for the
tribal nations in the United States, with the odd reference (well meant,
I know) to Canadian First Nations.   

In particular, there is a promise to report to the National Congress of
American Indians".  It might be worth considering a similar effort to
connect with Canada's Assembly of First Nations.
