I think that we should assume that a proxy or alternate voting representative is in place.  However, it would make sense that the ALS needs to communicate to the Secretariat that the alternate or proxy does indeed represent the ALS.

Just a thought, since I don’t know how this has been handled in the past.  The goal is to encourage participation, so if the past practice was informal, let’s continue.
