I have no problem with this. I'm restating the language already present in the NARALO website.

I think that I kind of agree with @John in "calling out" the other territories under the sovereignty of and/or in a Commonwealth relation with the USA, but my solution, instead of excluding them, would be to affirmatively mention all of those that have their own ccTLD.
