[NA-Discuss] Initial draft of the At-Large Review

The At-Large review working party is busy reviewing and commenting on the
draft report. While this version is not the one that will be released for
public comment, it is the version that is already being read and commented
on in other SO/ACs so there's no reason for us to operate with blinders on.
