Hi Glenn, Do you know of organizations in those territories who may wish
to become accredited ALSes?
You are right about their Fellowship Œineligibility'. There is not much we
can do there. 
If these island states have indigenous population Internet users they  may
be able to participate in the proposed mentorship program.   Just trying
to brainstorm here...
