Thanks a lot to you, Beau, for this extensive reply and comments below -- that's exactly the type of debate I want to see and foster at the Secretariats level about regional states, conditions, particularities, challenges and not ongoing discussions on ALS or ALAC member shortcomings - what took too much of our time during the last five or six Secretariats meetings ... (what I - to be honest - perceived partly as a waste of time).

I know that budget or money issues are always touchy but need rather to be confronted than avoided ... Let's do it - even felt disparities between the regions - circumventing tabus won't promote clarification! Your remarks about NARALO are appreciated here because they honestly reflect the conflicting conditions at EURALO as well. Quoting Olivier by "ALAC is ramping up" is perfectly right but just one side of the coin whereas on the regional level we have to face and deal with bleeding and burnout effects endangering our organizational substance! What is partly ignored, veiled or bypassed by other "urgent" or business-as-usual questions. As I teased before, collecting ALSes like stamps cannot be our top priority or RALO purpose, as long as we cannot keep the old ones or all better involved and improve current participation conditions.

I don't share your general or political/ideological views on the IGF (as far as I know them at least ;-) but I share your *strategic* reflections that "convincing the convinced" at the IGF level cannot be our top priority in terms of outreach while leaving aside plenty of other spheres, white spots, opportunities and challenges we could deal with. The cohabitation question and mutual respect between IGF and ICANN was an issue in 2006 - 09 but isn't any more -- the real and relevant point now is the ITU and the WCIT planning for Dubai in December this year -- see https://www.eff.org/deeplinks/2012/05/eff-joins-coalition-denouncing-secretive-wcit-planning-process
or whether the ITU plans to gain more control over the Internet may endanger the IGF and ICANN model what is more multi-stakeholder based and proven (your paras 4 and 5).

The new and real challenges are elsewhere now - your para. 6 - and, I agree with you, we should dedicate more time, energy, resources etc. on these issues in our strategic planning and coordination at Regional Secretariats meetings. What means to spend less time on bureaucratic (or language etc.) stuff and concentrate more on substance again. I noticed with pleasure that Fatimata has already approved the cut down / canceling of the long-standing agenda items.
