It would have been pretty amazing if they awarded it to anyone else, given
the extremely specialized knowledge involved. I agree that it's really
hard to tell what the point of the exercise was.
There's been a long running quiet discussion about separating the DNS
zone part of IANA from the much less political ports and parameters part.
I can't tell whether this was part of the exercise either.
