[NA-Discuss] Bottom Up Action Procedure - Last Time?

I'm perfectly happy with this in its current form. The process is
sufficiently detailed to provide guidance, without being over-engineered or
preventing flexibility. This is yet another instance in which NARALO is
being innovative in evolving the At-Large bottom-up design, which is still
far from mature.
