Maybe, maybe not.

the point is a different task.

At-large gets to give advice on absolutely anything going on in ICANN.  And they might listen and they might not.

GNSO constituencies work solely on gTLD policy recommendations, including contractual conditions (though some would like to limit that to contractual conditions within the picket fence).  Assuming they follow the rules for consensus policy, the Board is strongly presumed to accept these recommend policies unless they have 66% against.

So some people, like me, are gluttons for punishment and are in both groupings, but each one has a separate task.  when the same people are in both, the group that recommends and the one that advises can hope to have some synchrony, maybe.
