Proposed comment:

Regarding the GAC Scorecard point #10.1 (on suitable provisions not to exclude stakeholders from developing countries from participating in the new gTLD process), the ALAC points the ICANN Board to the current level of the Reserve Fund (in excess of $50,000,000) and advises the Board to become the lender of last resort for needy applicants.  A loan program coordinated by ICANN would serve to respect the principle of cost recovery, and low or no interest terms for disadvantaged new gTLD applicants would serve the organization’s charitable interest.
