It is a missed opportunity, as we have consensus policy on 
intellectual property, and on the interests of users.

Additionally, as "security and stability" is so carelessly applied to 
almost anything, that careless and overly broad application should 
also include domain name resolution and consequent transactions that 
are systematically and manifestly contrary to the user expectation.

If such a claim as "harmful confusion" can be made for IDN character 
variant based exploits, it can be made for misleading domain names 
with misleading transactional consequences.

It makes some sense if ICANN is never, ever going to ask the USG for 
funding, that is, if ICANN is _indifferent_ to public funding of the 
Internet and related infrastructure.
