Dear All,
Dev and details go hand in hand so I defer to his expertise and wholly
support his analysis, conclusion and recommendations.

While we are here, take notice that I shall seek amendment to the 2020
version of the LACRALO RoP, specifically to *Title IV Section 13* to strike
out and remove the reference* "**there will always be an option to vote
anonymously."*

I have already given the reasons why the secret vote is untenable and
cannot be applied in advancing the end user interests in LACRALO's
processes pursuant to ICANN's names policy development and implementation.
Ditto the anonymous vote.

Qualification to vote requires unerring identification. Thus a qualified
anonymous vote, in either the face to face or virtual mode is, well,
counterintuitive.

There is also an internal inconsistency in the logic of Title IV.
Anonymity is a mortal blow to the transparency principle to which the
clause is subscribed.
