*Descripción:*
Esta propuesta tiene como objetivo cerrar la brecha cada vez mayor entre el
desarrollo de políticas en torno a la actividad considerada abusiva del
Sistema de Nombres de Dominio (abuso de DNS) y las medidas legales y
políticas pertinentes. Con el objetivo general de romper los silos, reúne a
la comunidad técnica, los gobiernos y las empresas de todo el mundo para
ofrecer diferentes perspectivas sobre el abuso de DNS y la responsabilidad
de la plataforma. Al analizar la moderación automatizada de contenido
dentro de las plataformas, se plantean las preguntas sobre las soluciones
políticas recomendables para abordar mejor las necesidades y preocupaciones
del usuario final.

*Justificación / Resultados deseados:*
1) El resultado general de esta sesión es tender un puente sobre la
discusión aislada sobre la regulación de la plataforma y el abuso de DNS.
La delgada línea entre la gestión técnica de los recursos clave de
Internet, como el DNS y la regulación de contenido, especialmente dirigida
a proteger los intereses de los usuarios finales individuales, como la
privacidad o la libertad de expresión, se encuentra en el centro de este
panel.
2) El debate acogerá con agrado las aportaciones de los responsables
políticos, la sociedad civil y las empresas que intentan identificar
similitudes y divergencias entre la moderación de contenido y el
funcionamiento técnico diario del "núcleo de Internet", incluidos, entre
otros, los identificadores clave de Internet.
3) Participar en un diálogo para comprender mejor las necesidades y
expectativas de los usuarios finales apoyará el desarrollo de herramientas
de políticas relevantes y bien medidas para atender los desafíos y amenazas
actuales. Estos van desde el fraude en línea, pasando por preocupaciones de
privacidad, hasta la incitación al odio y la libertad de expresión política.
