Isn't the job of the ALSes to take information to their members/end
users and get feedback and send that through to ALAC? So the way for
end users to do exactly what you are asking for is for the ALS to
publicise the information and ask for feedback. Isn't that what your
ALS does? That is the logic behind the RALO structure.
That's how the due diligence is supposed to be done, and how ALSes
have also functioned in regard to these applications... send the info
out, ask for feedback, summarise it and feed it into the regional
advice, or directly to ALAC.

Seems to me that capacity building and the work of ALSes was something
that we should have spent a LOT more time on in San Jose!
