[IDN-WG] Proposal for the IGF 2019 in Berlin

Hi Roberto, Edmon

Coincidentally, I had started the preparation of a proposal titled
"Preparing for the Multilingual Internet: IDNs and UA" for the Berlin IGF.
The policy questions to be addressed are:

1. What is the current state of IDNs & UA adoption worldwide?
2. What are the limitations of Internationalized Domain Names at the first
and second levels (eg., variant management, transitional issues) and how
may they be managed?
3. Where are the impediments in the adoption of Universal Acceptance?
4. What actions need to be taken by communities, Governments, businesses
and IG organizations to address these?

I was planning to add both of you as speakers.

However, I will not continue with the proposal now, since Roberto is
working on a similar one.
