[IDN-WG] [ALAC-Internal] Draft Implementation Plan for IDN Fast Track Process

I wonder what is the status quo of the Fast-track statement, though I saw a
3rd Revision on wiki. I'm puzzled why the most crucial issue, namely IDN
variants, is thrown down to the very end, which makes it look like a
redundancy. Everyone who has any knowledge on IDNs should know that the
current ignornace of variant characters would kill IDN implementation in
those most communities that need IDN most or cause fatal user confusion. If
ALAC does care about user interests, the variant part (that I drafted)
should be put on the very top of the statement to arouse the sufficient
atteniton of the Board.
