[IDN-WG] [ALAC-Internal] Draft Implementation Plan for IDN Fast Track Process

Since the deadline has passed, I'm not making any new suggestion but do
concern what has been deleted from the original DIP, such as contracts and
financial contribution. I wonder whether these parts will be subject to
separate documents or "gentleman's agreement".

Also, I hope the whole discussions could be on the public list. It is
difficult for the community to follow the sporadic announcements from time
to time.
