dear all,

thanks for the very interesting discussion with high quality. It shows a vitality of EURALO I did not expect but I am highly happy to notice. The multi-stakeholder approach is working because energy is activated and contributes to a strong outcome of the decision. Thus, “institutional” representatives in ICANN should be slightly “worried” about this fact. The lobbying work is a chaotic one but after a while you see the organisational structure and its dynamics. Multi-stakeholder is stronger. It the people’s mind, its perceptions, particular aims and more that energy  is available energizing others and – after some discussion – establishes a decision culture with an edge even desired by corporate HR. Then, the decision is executed with passion.

The position of a NOMCOM delegate is an interesting and important one, and one taking huge resources on time (meetings, now calls) but also preparations and learning the whole process. I like “Schnapsen”, Poker and chess and I have some natural talent in these games. Highly helpful! NOMCOM is a Poker game in the very end. You should know what is happening, playing the page properly and being polite even if disinformation, hidden agendas, lobbying and deals blur the view of the decision process. Only in the very end – when everything is too late – the cards are on the table.

Thus, Sandra is very right – you need strong experience In ICANN or similar environments. Universities are an excellent training. Disinformation, intrigue, lobbying, deals (the famous “citation leagues”) etc. show the intellectual challenge, mastery of the game, patience, coolness and – most important of it – oversight of a general in a battle (see Clausewitz or – even better – the information policy and its edngagement of the necessities of the man of Archduke Marie-Louise, much better known by the arrogated title of Emporeur des Francaises (sorry, Frenchies, but somehow jokes about former monarchy should be not only possible but a thing to do in order to get rid of the virtual particularity of monarchs that is a myth and not reality; we in Austria read Joseph Roth for this purpose  (the man given asylum in Paris from the Nacies) writing in a highly nice and actually very critical view of the emperor Franz Josef I( a real non-intellectual, high sense of duty, no transparency, asymmetric policy on sexual relations of his family etc.
. Getting to know what is happening and knowing how the move the tanker, that is the intellectual work required. You are in a hot seat and have to deliver in short time.

Im am still very grateful to Sandra and, in particular Leah Symekhe, Alain Bidron  and Tracy Hackshaw, giving me insights and learning on the NOMCOM.

Thus, in the very end, I see three good candidates. Anne-Marie, Baastian and Matthias. Anne-Marie is an insider but not never „waged the dog“ as far as I can see. Maybe I am expecting too much. Matthias is a very strong academic but may have insufficient time to handle the micromanagement of complex groups. Time will solve this issue. Basstian is a good choice, a strong insider and if he had the time, he is a really strong candidate.

Kindest regards – also to my fourth Mentor for the NomCom Job – Olivier C-L. Sometimes I cursed him considering me because of the work load (the „Duty“) and the intellectual challenge („the Cure“). Now, I survived and am grateful to Olivier. But I had a hard time for a while with a challenging learning courve.

As Bastiaan decided not to continue as an ALAC member, he might be interested in a new type of work within ICANN. He is familiar with „the ICANN groups to which the NomCom appoints (Board, ALAC, GNSO, ccNSO)“ and did a good job in the ALAC.

I did not have the chance to talk with him yet, but to keep the deadline today I would like to nominate Bastiaan Goslings for the ALAC DELEGATE TO THE NOMCOM.

IMPORTANT: Criteria for NomCom Delegates

The NomCom is responsible for selecting members of the ICANN Board, ALAC, ccNSO and GNSO. This is a very important function and all candidates should meet important criteria.

  *   Familiarity with the ICANN groups to which the NomCom appoints (Board, ALAC, GNSO, ccNSO).
  *   Ability to judge people (such as when interviewing and hiring).
  *   Comfortable and preferably fluent with English (listening, reading, speaking).
  *   Good on-line skills such as on Google & Social media
  *   Time Commitment - Must be willing to devote substantial time under tight deadlines (March-June). Will involve travel to up to 4 meetings.
  *   Ability work in a group environment, standing up for what you believe in a discussion with other "strong" people, but at the same time, must be a good listener and be willing to change your mind if someone else has a good argument. Diplomacy is important.

Also, RALOs may recommend one or more candidates to the ALAC. The appointment if NomCom delegates is carried out by the ALAC. Therefore, RALO recommendations are not binding.

Hi Clement, to my knowledge the ALAC has drafted such a document. Staff could point to that. It was drafted at the time I was on the NomCom, and I was asked for input.
Since 2016 EURALO had only newcomers to the NomCom myself and Erich, but both heavily involved for many years in the At-Large community.
Beside the names you mentioned there were other nominations on the list.

Is think that we have an interesting point here:

Should we select someone with experience or try with someone new?

If the position at Nomcom requires experience, why not make it mandatory?

By operating this way we will always have the same heads at Euralo and that is really problematic. Apart from Matthias and Anne-Marie, I don't see any young people who have taken the plunge?

Then yes of course, Olivier is Sebastien's son and that could be seen as nepotism but Olivier knows the subject and Seb is just one voice among many others!

This message comes to you today from an old country, France, who has elected a president who's never been elected before, not even in a small municipal election. And France has elected half of its deputies who have no political experience.

And it is quite working [smile]

Dear all, please don't misunderstand my intervention here as a personal attract to nominations, but I think we have to clarify that we should only send VERY experienced At-Large Community members, that know the community in and out, have a lot of personal contacts across constituencies and have understood how ICANN functions in depth. In depth means also understand the dynamics that are nowhere written in a guide book and that you don't get from a distance.

On top it is a very time consuming task. Having been on NomCom from 2016-2018 I can truly say so.

The power of ALAC comes via the NomCom because we have 5 seats there (more than any other AC/SO/SG) that decide over the key personnel at ICANN.

Lets use this power wisely!
