Dear all,

While I understand SeB’s point that this was - at least in the intention - just asking for nominations I have to acknowledge that the discussion has raised fundamental issues that have nothing to do with the nomination but touch on our values.

I beg your pardon, but want still to point out what are IMHO the issues raised.

1 - multicultural issues
My experience has been, as I have explained in my previous message, that the value attached by former SSSR citizen to the Victory Day is not correlated to Communist militancy - or even ideology. And I have never heard, even from the Americans who were participating in the 9 May party at the UN, that crimes of Stalin had also to be remembered during the celebration.

2 - appreciation that different things have different values
I am shocked by the example given about AfD. How can we possibly equate a post on FB - moreover without political connotation, as the word “communist” was introduced by Erich but is absent in the original text, that I attach below - with militancy in a party? I am not a lawyer, but would be extremely surprised if a FB post of our current Secretary would raise eyebrows in California courts.
Incidentally, when we will meet again F2F, I will tell you over a beer about the meeting that Paul Twomey and myself, respectively former ICANN CEO and former ICANN Board VC, had with John Kneuer, former head of NTIA, about some legal issues.

3 - the multi-stakeholder model
Provided that I am not really looking forward at having a member of the AfD in our ranks, I have to say that I do not know if this is already happening. I have never asked to the individuals who applied for membership in the EURALO Individual Users Association - nor am I going to do - what their political beliefs are. Of course, there is a huge difference between political beliefs and political activism: if any member of our Association conducts political campaigns that may affect their work as volunteers, that might be something to follow up. But the simple membership of a party does not cross that red line.
On the other hand, if there is disagreement on this, and if people believe that belonging to some organisation  should be a reason for exclusion, may I respectfully ask Staff to compile a complete list, approved by the ICANN Board, of organisations to be blacklisted. This will allow us to rightfully reject applications from individuals without being exposed to the criticism of frivolously rejecting otherwise lawful applications.

sorry for my comment – I find it important to address also such topics. Celebrating without proper reflection is bad, and Russia is under strong – and necessary – supervision.
Sandra Hofrichter: we have to respect California law, you should know that. We would never do that,  but if we choose a AfD member, the echo would be significant.
Further: I do not think that Wolf LUDWIG has done a bad job. Secretary is not a Job for strong visibility, it is a back Office Task.
Here, I see only the photo of signing the new bylaws with N. – not much considering those who worked on it.

I agee with Lutz and Roberto. ICANN is an international organisation and I wonder where should we draw the line if we where to consider political positions across the world? Who should judge them? This is also not the practice at NomCom.
Natalia has my full support to continue as the EURALO Secretary if she wishes to. For the first time since I am a member of EURALO this position was constantly visible. She did a great job.

I have two comments:

  *   nowhere in her post does the word “Communist” appear, she is talking about the Red Army
  *   I have worked for many years at a UN Agency where there were many Russians and former USSR citizens - none of them was communist, quite the contrary - and every year they organised at the UN premises a big party, to which a multicultural, multiethnic, and in all ways diverse crowd joyfully participated


Talking to the former USSR people, none of which was discounting or negating the crimes perpetrated, I learned that for them the end of a war that has caused 25M deaths - according to the most conservative estimates - out of which at least 17M civilians - was something to celebrate forever. And I ended up in agreeing with them - it’s something rooted in the Russian people, and has little relationship with a political stance.

So, in summary, while I appreciate Erich pointing out this fact - it is always good to do background checking - I don’t think that making a post in celebration of the 9 May Victory Day is something that is out of order or that in any way requires further action.

As a former NomCom member, I do a routine job on checking details.
Here, I am worried that she shows - on her face book account - great enthusiasm about the great victory of the Communists in the 2nd World War without mentioning war crimes of the Red Army and the Secret Services of the USSR. That is strongly questionable.
Thus, we should ask N.F. about her position on that. Every nation after this War hat its share on crimes, some minor, other extreme (Nazi Germany, with strong involvement of Austrians), and some both: great engagement (thank you), but also serious war crimes. A strong statement is sufficient for me.

She has done a superbe job.
