[At-Large] Announcement of UA Day (28 March 2023)

The initiative of the inaugural Universal Acceptance (UA) Day definitely
builds awareness and encourages UA adoption in ALSec, At large communities.
We will organize a local event in our community as well.

It would be more helpful if we get a remote speaker from Universal
Acceptance Steering Group (UASG).
