[At-Large] ICANN68 to be a virtual meeting

Dear Suhaidi and all,

As others have mentioned in this thread, this was expected, and there was
little anyone could do differently.

Nevertheless, it's a loss for our region, and would have been particularly
bad for Suhaidi and his team in KL. I appreciate all the work done by
Suhaidi & team, and sincerely hope that sometime in the future, after
COVID-19 is just a distant, bad memory, we will go back to KL.
