[At-Large] IANA Naming Function Review Team (IFRT) #5 meeting

The IFRT had its 5th meeting via teleconference on 4 February 2020, 17:00
UTC.  The meeting discussed the following:

-- Approved the Scope of Work;
-- No comments received on Work Plan, will continue discussion on 18 Feb.;
-- Began reviewing the IANA naming function contract.
