[At-Large] : ATLASIII Participation

ICANN Travel Support have done excellent work these days (as always!), I am
very much grateful to Nichole Kennedy and Joseph de Jesus.

My proposal was about other issue: to find a solution for those, who
wouldn't be able getting visas to Canada.

As getting visa can be beyond one's will and willingness to participate,
everyone who has been awarded ATLASIII scholarship, should be able
(ideally) to benefit from that  opportunity.
