[At-Large] : ATLASIII Participation

Dear all,

As a number of community members experienced problems with visa
applications, shouldn't be rational to find a solution for those who
couldn't get visas to attend ATLASIII.

The ATLASIII scholarship can be extended to the next/other ICANN meeting,
for instance. Perhaps, other solutions can be discussed, as well.
