[At-Large] [ALAC] NOI published by NTIA

For better or worse, the NTIA's eventual position on the IANA function, it
current dispensation and the corollary cooperative Agreements will impact
ICANN the corporation, the ICANN MS process and, global internet users.

IMHO and by virtue of ALAC being the representative of the global internet
user view in the ICANN MS process is accorded standing.

As OCL pointed out, when the IANA transition matter came up and a similar
request came out of the NTIA, the ALAC commented as indeed several members
in their own right.

Whether our Uncle Sam would tag an ALAC comment as having more value or
impact than any itinerant other is another matter entirely.
