[At-Large] [ALAC] NOI published by NTIA

I have a different opinion.
I have read the NOI and found nothing that implies that the comments should be limited to be from US citizen or entities based in the US. On the other hand, some of the questions that are asked are about aspects that will have an impact beyond the US borders.
Whether the NTIA will take into account comments from overseas is a completely different story. But we should not limit ourselves in commenting because of a presumption of being ignored. Besides, to have an ALAC discussion on the topics raised will be a healthy exercise independently from the fact of reaching consensus on a single document.

However if ICANN being an organisation incorporated in the USA then believes her MS community should respond then they need to initiate a process to collect those feedback from the community and submit it as ICANN MS community response to the NTIA's call for comment, otherwise, I do not think it is appropriate for ALAC/Atlarge to respond directly to a country's call for comment.
