As a branch of global governance, (1) ICANN should minimize its
expenditure in carrying out its necessary global governance functions
(managing DNS etc), (2) stick strictly to the mandated function and
nothing more, and (3) deposit all the additional revenues that it raises
to general global governance funds, which would be the UN general fund,
as any branch of a gov will do. Sometimes the logical, rightful and just
solution is simpler and ore straightforward than one thinks...
