[At-Large] [ALAC] Idea for an alternative to the EMM proposed in the At-Large Review

Thanks for taking the time to elaborate. A closely reasoned and logical
tour de force.

I vowed I would not get drawn into this but y'all keep pulling me in!

I am gobsmacked that in this day and age we here assembled labour to
deflect the centrality of the individual to the At-Large agenda in ICANN. A
casual observer may well make the mistake to assign the prize to RALOs from
the numbers engaging and actively working. [Fact: There are only five (5)
of those!].  And I sincerely would hope that given the count against the
200+ ALS, we couldn't possibly think ALS are the ones!

Here are the inconvenient and non-controversial facts:

ALS/RALOS don't join GNSO/CCNSO/CCWG-chartered WGs.  Individuals do.  And,
they turn up ready for work.  That's for those who are really interested in
engaging policy development at source.

ALS/RALOS don't join At-Large standing WGs.  Yes, you guessed it,
individuals do. That's for those who want to build capacity to enter the
fray above, kinda like the farm team.

Finally, we take great pride in marking how many statements are produced by
the ALAC for the Board to ponder....or ignore. Quick question, when was the
last time an ALS or RALO (or any combination thereof) held the pen on one
of those gems?

How we deal with the low numbers that show up ready to work is the central
issue.  Find a way to grow those numbers in a sustainable way and we're
good to go.  Otherwise in good quixotic fashion, we continue to tilt at
windmills.
